Passenger vehicles which are seen to be carrying, for example, builders tools or materials; furniture; packages; any items requiring Customs attendance or paperwork may be charged at freight rates (or required to pay the extra if already in possession of a passenger ticket), if, in the reasonable opinion of Transeuropa staff, the vehicle is being used for commercial purposes.
If such a vehicle or passenger is permitted to travel on a passenger ticket on one occasion, it is highly unlikely that either would be permitted on a second occasion
